Essence
To a people who lived by buying and selling, Shuʿayb offers the one thing their market had lost: a man whose word can be trusted.
A reflection
A trustworthy man in a market of short measures
Five messengers in this surah describe themselves with this same sentence. Its full treatment is at 26:107, where the picture inside amīn is drawn out: the one with whom something is left. Here it is enough to notice who is hearing it.
Shuʿayb's hearers were traders. Two ayat later he names their particular wrong. They gave short measure and weighed with a crooked balance (26:181-182). They lived by trust and spent it every day at the scale.
To such people, 'I am trustworthy' is not a vague compliment. It is a market word. It says: I am the one dealer among you whose measure is full. What I hand you from Allah is exactly what was handed to me, nothing shaved off and nothing added.
A cheating market still needs one honest scale somewhere, or nobody could tell what a fair weight is. Shuʿayb offers to be that scale for his whole message.
