فَٱتَّقُوا۟ ٱللَّهَ وَأَطِيعُونِ
“So fear Allāh and obey me.”

Essence
For Shuʿayb's trading people, guarding themselves before Allah and obeying His messenger would be tested first at the counter, not the prayer mat.
A reflection
Obedience that walks downstairs to the till
Every messenger in this surah says this sentence. What changes is what comes straight after it. For Hud it was towers built for show. For Salih it was a life of ease taken for granted. For Shuʿayb, two ayat later, it is the scale: give full measure, weigh with a straight balance (26:181-182).
So for this people, 'be mindful of Allah and obey me' would not be tested first in a ritual. It would be tested at the counter, with a scoop in the hand.
Shuʿayb's people saw that coming and objected. In Surah Hud they reply with a question. Does your prayer order us to leave our fathers' gods, or to stop doing as we like with our wealth (11:87)? They kept prayer in one room and money in another. They resented a religion that walked from one to the other.
Picture a timber merchant who keeps a small prayer room above his yard. He prays there five times a day, unhurried. Then he goes down the stairs and sells damp planks as kiln-dried. The staircase is only twelve steps. In his mind it crosses a border.
The commentators note that all these messengers spoke in one form because they agreed on one call: mindfulness, obedience and sincere worship. Shuʿayb shows what that call means for a people of the market. Mindfulness of Allah is not a mood kept upstairs. It is a hand that will not press the scale. Whatever rooms your life has, this ayah asks you to take Him down the stairs with you.
