Yusuf 12:66
“[Jacob] said, "Never will I send him with you until you give me a promise [i.e., oath] by Allāh that you will bring him [back] to me, unless you should be surrounded [i.e., overcome by enemies]." And when they had given their promise, he said, "Allāh, over what we say, is Entrusted."[606]”

Essence
Yaqub ties his sons with a pledge before Allah, leaves room for what is beyond them, and hands the end of the rope to Allah.
A reflection
Our guarantees are small; His witness is not
Most of us carry a quiet pride in our guarantees. I promise. You have my word. I will make sure of it.
A man signs a personal guarantee on his son's first business loan. He believes his signature makes the venture safe. If anything goes wrong, he is there. Two years later the market turns, and his signature turns out to have protected nothing. It only made the loss his as well.
The ego behind such promises is not wicked. It is simply larger than the world allows.
This ayah is full of human promising. A father refuses. A pledge is demanded. An oath is given. Every safeguard a careful man can arrange has been arranged.
And then Yaqub says the line that puts every word in its place. Allah, over what we say, is Trustee.
Not over what you say. Over what we say. One commentary notes the scope: me and you, all of us. The father puts his own words under the same witness as his sons'.
The commentaries gloss the name in several ways. A witness over all of us that we fulfil what we say. A watcher who sees everything. A guardian of the oath.
That is a humbling thought for anyone who has ever been sure of their own word. Every promise is spoken in the hearing of Someone who will see whether it is kept, and who alone controls whether it can be.
The arrogance we might fear in a Lord who watches every word is turned inside out here. It is our pride that imagines our words hold the future. His witness is what makes any word worth giving at all.
Yaqub has done everything a man can do. Then he hands the rope to the only One who can hold it.
