Al-'Ankabut · Makki · ayah 21 of 69
Al-'Ankabut 29:21
يُعَذِّبُ مَن يَشَآءُ وَيَرْحَمُ مَن يَشَآءُ ۖ وَإِلَيْهِ تُقْلَبُونَ
“He punishes whom He wills and has mercy upon whom He wills, and to Him you will be returned.”
Saheeh International
Essence
Punishment and mercy are His to give as He wills, justly and generously, and every one of us is being turned back to Him.
A reflection
Putting away the star ratings
Picture a man who rates everything. The taxi gets four stars. The dentist gets three. The hotel breakfast gets a long paragraph. One evening, after a hard week, he notices he has been doing it to his own life. The job loss: one star. The late diagnosis of his father: one star. Somewhere in his chest he has been writing reviews of Allah.
This ayah sets the reviewer down. 'He punishes whom He wills, and has mercy on whom He wills.' Twice the same phrase, 'whom He wills'. The decision sits with Him, and nowhere else.
One classical commentator explains it with a cluster of truths. He is the Ruler who disposes of all things. No one can overturn His judgement. He is not questioned about what He does, while they are questioned (21:23). Creation and command are His. And whatever He does is justice, because He owns everything and wrongs no one by the weight of an atom.
This is hard for the modern ego. We are trained to be customers. We expect to be consulted, to give feedback, to see the reasoning behind every decision. The ayah does not deny that His decisions have wisdom. It denies that they wait for our approval.
The pride here is subtle. It is not the pride of the tyrant. It is the pride of the critic who assumes his verdict completes the work. The ayah asks for a humbler posture: to be the one reviewed, not the reviewer.
Nor does Allah say this because He needs our fear or our praise. He is free of need. He tells us so we stop exhausting ourselves trying to sit in a seat that was never ours. There is rest in putting the stars away.
