Ash-Shuraa 42:8

“And if Allāh willed, He could have made them [of] one religion, but He admits whom He wills[1409] into His mercy. And the wrongdoers have not any protector or helper.”

Essence

Allah could have made everyone one people, but He chose a world of real choice, where He admits whom He wills into His mercy.

A reflection

The choir corrected to one pitch

"Had Allah willed, He would have made them one community." The commentaries explain: one religion, one gathering, all on the same path. One adds that it could have been all guided or all astray. Either way, nothing would have been beyond Him. A single will, and every human heart would have moved together.

He did not. One commentator explains the choice. Allah willed with wisdom, laid duties on people, and built their affairs on what they choose. The fact that people can turn away from Him is not a gap in His power. It is the shape of the world He chose to make.

This should humble anyone who likes control. Think of a choir director who wants a perfect recording. She records each singer separately, then runs every voice through software that corrects it to exactly the same pitch. The result is flawless. It is also strangely dead. Nobody wants to listen twice. The small human differences she removed were where the music lived.

We are not choir directors of humanity. Yet our egos keep trying. We want our families to vote as we vote, our colleagues to see what we see, our children to want what we wanted. We grow angry when they do not.

One commentary says this ayah was revealed to console the Prophet ﷺ for his grief at his people turning away. It told him not to wear himself out over those who would not answer. Their affairs were in Allah's hand, not his.

If the One who could have compelled everyone chose not to, the urge to force agreement looks very small.

Someone might ask why a God with such power wants anything from people at all. Is this about His need to be chosen? But He does not need it. Uniform obedience would add nothing to Him, and neither does chosen faith. The world of choice is for us. It is the only kind of world in which faith is a gift you give, not a setting you were born with.
