Al-Haqqah 69:43

تَنزِيلٌ مِّن رَّبِّ ٱلْعَـٰلَمِينَ

“[It is] a revelation from the Lord of the worlds.”

Saheeh International

Essence

Here, the same short claim closes an argument; at its other occurrence, it opens a description of how carefully the Quran is to be handled.

A reflection

A conclusion here, a description there

This near-identical phrase returns the full weight of its other occurrence at Al-Waqi'ah (56:80), where the full treatment of what it establishes, a Book kept in a well-protected register, touched only by the purified, properly belongs. There it opens a description of the Quran's own sanctity and the care owed to it. Here, it closes an argument rather than opening one: not a poet's word, not a soothsayer's word, therefore, a sending-down from the Lord of all the worlds.

The word order carries that conclusion plainly: tanzīl, something sent down, named before its source, as if the sending itself is the established fact and the source simply confirms where it came from. After two accusations answered directly, this is the summary verdict, not a fresh claim starting from nothing.
