Essence
Musa throws down his staff and it is, beyond doubt, a great serpent; the same words stand at 7:107, where the fuller entry lives.
A reflection
The same sentence, after a different argument
This ayah appears word for word at 7:107, and its fuller treatment lives there. What changes here is the road that leads to it.
In al-Aʿraf the sign comes quickly, soon after Musa announces his mission. In this surah it arrives only after a long exchange. Pharaoh has asked what the Lord of the worlds is. He has mocked, called Musa mad and threatened him with a pit. Then he has said, 'Bring it, if you are truthful' (26:31).
So here the staff is an answer to a dare. The argument from creation came first; the wonder seals it. Read in this surah, the serpent is the last line of a debate that Pharaoh had already lost on reasons alone.
