Al-Fath 48:16
“Say to those who remained behind of the bedouins, "You will be called to [face] a people of great military might; you may fight them, or they will submit.[1513] So if you obey, Allāh will give you a good reward; but if you turn away as you turned away before, He will punish you with a painful punishment."”

Essence
Those who stayed home are not shut out: another call is coming, to a harder road, and their answer will show what they have become.
A reflection
The proof of a changed heart is the next yes
How do you know a repentance has been accepted? People ask it quietly after a long stretch away from Allah. They have said sorry. They meant it, mostly. And they still do not know where they stand.
The tribes who stayed at home faced the same question, in public. One classical commentator noticed what Allah does in this ayah. The stayers were many, drawn from scattered tribes, and some of them had genuinely changed. So Allah gave their return a sign. You will be called. If you obey, the reward is good. The sign is not a feeling. It is the next obedience.
That moves the question somewhere useful. Instead of searching your heart for proof that you are forgiven, you watch for the next call. The prayer you dropped for years comes round again at sunset. The parent you avoided rings again on Sunday. Each of these is a small sa-tudʿawna: you will be called.
Picture a woman who stopped praying in her twenties and comes back to it at forty. She keeps asking whether Allah could possibly accept her now. Her aunt gives an answer this ayah would recognise. Stop asking about the prayers behind you, she says. Pray the next one. If you are able to stand for it, take that as your answer.
This is not a cold standard. It is a mercy. Feelings rise and fall, and a guilty heart will always find a reason to doubt itself. An act of obedience is something you can actually do today.
And notice the tense. Sa-tudʿawna: you will be called, a promise about the future. Allah told these people, at their lowest point, that another chance was already on its way. Whatever you were before, your next call has not come yet. You can still be the one who answers it.
