Ash-Shuraa 42:1

حمٓ

“Ḥā, Meem.”

Saheeh International

Essence

The surah named after consultation opens with two letters nobody was consulted about, a reminder that some things are received before anything is decided.

A reflection

What is put to the table, and what is not

This surah carries the name Ash-Shūrā, consultation. The word behind that name arrives only much later, at 42:38. There the believers are people whose affair is "consultation among them". But the name sits over the whole surah, and the first thing under it is Ḥā Mīm.

Nobody was asked about these letters. No council chose them, no meeting weighed them, no vote fixed their order. They are simply sent down. The very next ayat say so plainly: thus He reveals to you, and to those before you (42:3).

That order teaches something every leader needs. Consultation in this surah is for "their affair": the shared, human business of running a community. It is never the way the revelation itself is decided. The surah of consultation begins by drawing that line before it says a word about meetings.

Picture the owner of a small engineering firm who runs an open meeting every quarter. Anything can be raised. Shift patterns, the state of the canteen, which client to chase, whether to buy the new lathe. Junior fitters speak as freely as managers, and she changes her mind in public when they are right. But one line is printed at the top of every agenda. The firm never signs off a pressure vessel it has not tested. That line is not discussed, because it is the reason the meeting is safe to hold at all.

Teams fall apart in two opposite ways. Some leaders consult on nothing, and people stop telling them the truth. Others consult on everything, even the foundations, and every principle becomes negotiable by whoever argues longest. The first leader is lonely. The second has nothing left to stand on.

The opening of this surah models a third way. First, what is received and not up for a vote. Then, later, a community that talks openly about everything that is genuinely theirs to decide. The two do not compete. The fixed ground is what makes honest discussion possible.

So before your next difficult meeting, at work or at the kitchen table, ask a quiet question first. Which of these things are truly ours to decide? And which of them were settled before any of us sat down?
