Al-Fath · Madani · ayah 13 of 29
Al-Fath 48:13
وَمَن لَّمْ يُؤْمِنۢ بِٱللَّهِ وَرَسُولِهِۦ فَإِنَّآ أَعْتَدْنَا لِلْكَـٰفِرِينَ سَعِيرًا
“And whoever has not believed in Allāh and His Messenger - then indeed, We have prepared for the disbelievers a Blaze.”

Essence
Allah turns the stayers' case into a rule for anyone: faith joins Him and His Messenger, and the alternative is already prepared.
A reflection
From "you" to "whoever"
Listen to the change of voice. The ayah before spoke straight to the stayers: you thought, you assumed, you were a people ruined (48:12). This one does not say "you". It says whoever. One classical commentary notes that this is a fresh statement from Allah Himself. It is no longer part of what the Prophet ﷺ was told to say.
Then a second shift. The natural ending would be "We have prepared for them a Blaze". Instead the ayah says for the disbelievers. Three commentators stop at this choice. It widens the rule beyond one group of tribesmen. And it names the cause by a description. Whoever does not join belief in Allah with belief in His Messenger fits it, and the consequence follows the description.
Think of the difference between two notices in a public library. One is pinned to a single borrower's door, naming him. The other hangs by the desk: any book not returned within the month will be charged. The second is not softer. But it is about the act, not the man. And it tells the man exactly how to step out from under it.
That is the quiet mercy in this wording. The stayers had just been described in hard terms. Now the verdict is moved from their names to a state. A state can change. Whoever leaves the description leaves the consequence with it. The next ayah says so outright: He forgives whom He wills (48:14).
For the reader, the same wording works as a mirror. Nobody is exempt by belonging to the right family or tribe. And nobody is trapped by a label others gave them. The question is never "which group am I in?" It is "which description fits me today?"
