At-Tur 52:33
أَمْ يَقُولُونَ تَقَوَّلَهُۥ ۚ بَل لَّا يُؤْمِنُونَ
“Or do they say, "He has made it up"? Rather, they do not believe.”
Saheeh International
Essence
They said he put the words in God's mouth; the ayah names the real reason behind the charge: they had already decided not to believe.
A reflection
Putting words in someone else's mouth
The accusation in this ayah uses an unusual verb. Not qālahu, he said it, but taqawwalahu. The commentators slowed down over it.
One explained that taqawwul means forcing words out, making speech with effort, and that it is used almost only for lying. You say to someone 'you have taqawwala me', meaning you have claimed I said what I did not say. Another commentator quoted an earlier scholar: it means to say of someone else that he said a thing. So it is a particular kind of lie. Not simply inventing a story, but attributing your own words to another.
A classical commentator added a point about the verb's pattern. This pattern often means putting on a show of something that is not real. Tamarraḍa, from the word for illness, means to pretend to be ill. So taqawwala suggests a performance of speech: the outward form of saying, without the reality. That was their claim. He is performing revelation. The words are his, and he is putting them in God's mouth.
Picture a son who runs a memorial page for his late father. Each year on the anniversary he posts a long message under his father's photograph. 'Dad would have said...' Then a paragraph of advice in his father's voice. His aunt reads it and frowns. Her brother never spoke like that. The words are kind, but they are the son's. He has made his father say them.
That is taqawwul in miniature, usually harmless in a family. The Quraysh accused the Prophet ﷺ of the same act on the largest possible scale. They said he composed the Quran and attributed it to the Lord of the worlds.
The ayah's response does not begin with argument. It begins with a diagnosis, which the next reflection explores. But first, notice how serious the charge is. It is not a minor misunderstanding. It is the claim that the whole Quran is a performance.
