Ash-Shu'ara 26:53
فَأَرْسَلَ فِرْعَوْنُ فِى ٱلْمَدَآئِنِ حَـٰشِرِينَ
“Then Pharaoh sent among the cities gatherers[1050]”
Saheeh International
Essence
His slaves gone, the self-declared lord sent heralds through every city to drive men into his army, repeating a move that had already failed.
A reflection
The same heralds, the same cities, a second time
These words have been heard before. Earlier in this surah, when Musa first showed his signs, Pharaoh's council gave its advice. Delay him and his brother, and send gatherers into the cities (26:36). In Surah al-Aʿraf the advice uses the very verb of this ayah: arsil fī al-madāʾini ḥāshirīn (7:111).
The first time, the heralds went out to collect every skilled magician in Egypt. The plan was to crush Musa in public. It produced the opposite. The magicians fell in prostration and became the first believers, in front of the whole crowd.
Now, with the Children of Israel gone, Pharaoh reaches for the same tool. Fa-arsala Firʿawnu fī al-madāʾini ḥāshirīn: so Pharaoh sent gatherers into the cities. Same heralds, same cities, larger stakes. The first muster cost him his magicians. This one will cost him his army and his life.
That is a familiar pattern in failing strategies. When a move backfires, the proud do not ask whether the move was wrong. They decide it was not big enough.
Picture a company that sues a single customer for a harsh online review. The story spreads, and hundreds of new reviews appear, all angry. The board's answer is to hire more lawyers and threaten all of them. Each round of force produces more of the thing it was meant to stop. Nobody in the boardroom asks the obvious question: what if the problem is us?
Pharaoh could have asked it. He had watched his own experts examine Musa's sign and surrender. The one group most qualified to judge had judged. Instead of reconsidering, he sent the same messengers further and faster.
The strategic lesson is plain. When your method has already been answered, scaling it up is not courage. It is refusal. Before you repeat a move that failed, ask what its failure was telling you.
