Ali 'Imran 3:151
“We will cast terror into the hearts of those who disbelieve for what they have associated with Allāh of which He had not sent down [any] authority.[147] And their refuge will be the Fire, and wretched is the residence of the wrongdoers.”

Essence
Fear will be poured into the hearts of those who set partners beside Allah, for something He sent down no authority to support.
A reflection
The one territory no army can enter
A lifeboat volunteer trains for nine years. He knows the hull, the tides, the drill for a man in the water in the dark. Then comes his first real shout, a February sea, and his hands will not do what his hands can do. He is not a coward. Something has been poured into him from outside, and it has taken up the room his training needed.
Notice what Allah says He will do, and then notice where. Not to their camps. Not to their supply route. Into their hearts. Every power in creation can reach a body, a border, a bank account. Not one of them can get inside a chest.
The word for what is poured there deserves a pause. One lexicon gives this root three senses at once: fear, filling, and being cut off. A sayl rāʿib is a flood that fills the valley, and you raʿaba a trough by filling it to the brim. So ruʿb is not a thought a man entertains. It is a volume. The heart is filled until no room is left, and he is cut off from himself. That picture is established in the lexicons, not a guess.
Here is where the ego has to sit down. We believe we govern our own inner weather. We speak of staying calm as though calm were a possession, filed with the deeds to the house. Then one ordinary morning the composure a man has carried for thirty years is simply not there, and nothing visible has changed. Steadiness is lent out daily. The proud man and the humble man receive it from the same hand. Only one of them knows it.
And none of this is about Allah needing anyone to be frightened of Him. He is not anxious about the outcome. The verse is spoken to people who have just been beaten, telling them where the real levers sit, and whose hand is on them.
