Essence
Those who live by slipping away, if they persist, end with nowhere left to slip to: driven from every door, held wherever they are found.
A reflection
Who this ayah speaks to, and who it does not
This is one of the ayat a hostile reader quotes first, often without the ayah before it. Wherever they are found, seized and killed. It sounds like a licence. A thoughtful sceptic is right to ask what it actually licenses.
Begin with the sentence it belongs to. It is the second half of a conditional that began in the previous ayah: if the hypocrites, the sick-hearted and the rumour-mongers do not stop. This ayah describes their state if they persist.
Then look at how the commentaries frame it. One early reading says: this is so if they show their hypocrisy openly. A modern concise commentary adds: as long as they persist in hypocrisy and in spreading lies to stir up strife. Another calls it the ruling concerning them, given by way of command. The subject is a specific, persistent, open campaign against a besieged community, in that city, under the Prophet's ﷺ own authority.
Now look at what happened. The commentaries preserve a report of hypocrites being named in the mosque and told to leave it. Their own Muslim relatives walked them out. That is what the record describes. One classical commentator also records the view that the hypocrites stopped, and the threat fell only on those who did not.
There is a further point no reader should miss. Nothing in the ayah hands a private person a sword, or invites anyone to judge another's heart. Hypocrisy is hidden by definition. The ayah speaks of behaviour that had become open and organised.
What remains open is that the words are severe, and meant to be. They describe where a deliberate, persistent war of lies against a community leads. The severity is a measure of the harm, and of how much was being protected.
