Saba 34:18
“And We placed between them and the cities which We had blessed[1225] [many] visible cities. And We determined between them the [distances of] journey,[1226] [saying], "Travel between them by night or by day in safety."”

Essence
Allah spaced Saba's road into safe half-day stages towards the blessed lands, so travel by night or day needed no provisions and held no fear.
A reflection
He measured the distance between one rest and the next
The ayah keeps saying 'We'. We placed a chain of visible towns between them and the blessed lands. We measured the journey within them. Allah is not describing a miracle of fire or sea here. He is claiming the spacing of villages along a road.
That is a startling thing for the King of the heavens to take credit for. It is also exactly the kind of thing we credit to ourselves.
The commentators explain the measure. A traveller leaving at dawn reached the next town by the midday rest. Leaving after noon, he reached another by nightfall. Half a day's march, every time, so nobody had to carry food or water.
The root of qaddarnā has a lovely first picture. A horse was called aqdar when its hind hooves landed exactly in the prints of its forefeet. Every stride was measured, nothing wasted. That is how the road to Sham was laid out: stride by stride, rest by rest.
Think of a family on a long motorway drive, the children restless in the back. Every so often a sign appears: services in twelve miles. Nobody in the car wonders who decided where the fuel, the food and the toilets would be. Someone did, with maps and traffic data. We call it planning, and give the credit to the planners.
The ayah does not deny Saba's builders. It simply refuses to let them have the last word. Behind the surveyor stands the One who put water under that ground and set the valleys where they lie. He gave people the wit to build. The ego wants to say: our network, our logistics, our road. The ayah answers: 'We placed. We measured.'
Does Allah need us to notice, like a builder fishing for praise at the opening ceremony? No. He is the Self-Sufficient. The noticing is for the traveller. A traveller who knows who measured his road walks it humbly. He thanks the One who spaced his rests, and he does not mistake the road for his own achievement. Saba did, and the next ayah shows where that led.
