Ghafir 40:24
إِلَىٰ فِرْعَوْنَ وَهَـٰمَـٰنَ وَقَـٰرُونَ فَقَالُوا۟ سَـٰحِرٌ كَذَّابٌ
“To Pharaoh, Hāmān and Qārūn, but they said, "[He is] a magician and a liar."”

Essence
Musa was sent to the king, his minister and the richest man of the age; all three answered clear proofs with two labels.
A reflection
Power, administration and money
Of all the people in Egypt, the ayah names three. Why these?
One commentary answers directly. The management of the hostility against Musa revolved around them. Pharaoh, the king. Haman, his minister. Qarun, the owner of wealth and treasure. Qarun is grouped with the other two, it adds, because his deeds in disbelief were like theirs. A modern commentary sums it up the same way: the king of Egypt, his minister, and the man of riches.
Put that way, the three names describe a structure. Political authority. The administration that carries out its will. The money that funds it. Tyranny rarely stands on one man. It needs a decision-maker, an implementer and a funder.
The same structure appears in modern wrongdoing. Behind most large corporate scandals stands a chief executive who decided. Beside him, a compliance officer who signed what he should not have signed, and investors who preferred not to ask. Remove any one of the three, and the scheme becomes much harder to run.
Musa was sent to all three at once, with a single message for them all. His message was not only to a man on a throne. It was to the whole system that held the throne up.
That has implications for anyone in an organisation today. You may never be the Pharaoh. But you may be asked to be the Haman who implements, or the Qarun who funds. The ayah names those roles beside the king, not behind him.
When something wrong is being built around you, ask honestly which of the three positions you are being invited to fill.
