Al-Insan 76:23
إِنَّا نَحْنُ نَزَّلْنَا عَلَيْكَ ٱلْقُرْءَانَ تَنزِيلًا
“Indeed, it is We who have sent down to you, [O Muḥammad], the Qur’ān progressively.”

Essence
The ayah says 'We' twice before any verb: the Quran is not his invention, and it came down in stages, on purpose.
A reflection
We, and only We
The ayah begins by saying the same thing twice. Innā naḥnu: indeed We, We. The grammar does not need the second pronoun. The commentaries call it emphasis upon emphasis. Its point, they say, is exclusivity: none but I sent this down.
Picture who is hearing it. A man in Makkah is being called a poet, a soothsayer, a sorcerer. One classical commentator voices what stands behind the doubled pronoun. If these deniers say it is soothsaying, then I, Allah, the true King, say with all emphasis that it is revelation.
A pilot diverts a full flight to another airport for a passenger in cardiac arrest. Three hundred people will miss their connections. She comes on the intercom: 'This was my decision. If you are angry, be angry with me, not the crew.' Her 'I' is not vanity. It is cover.
That is how the doubled 'We' works here. It does not boast. It stands in front of the Prophet ﷺ and takes the accusation onto itself. Some ignorant people may mock this book, the same commentator writes, but the Compeller of the heavens has honoured it and confirmed it.
Someone may still ask why God insists so heavily on Himself. Does He need the credit? He does not. The plural is the plural of majesty, and the emphasis serves the listener, not the Speaker. A slandered man needed to hear whose words he was carrying.
And the doubled 'We' shrinks every ego that handles the Quran after him. Think of the reciter with the beautiful voice, the speaker with the following, the scholar with the shelf of books. None of them sent a letter of it down. The same opening returns in 15:9 with a promise attached: 'and We will surely guard it'. The words were never ours to own, or ours to protect.
