Ash-Shams 91:15

وَلَا يَخَافُ عُقْبَـٰهَا

“And He does not fear the consequence thereof.[1935]”

Essence

The surah ends on the word 'its outcome': every earthly punisher fears what follows, but the One who warned first fears nothing.

A reflection

The One who never looks over His shoulder

ʿUqbā comes from the heel, ʿaqib: whatever walks close behind another. Night follows at the heel of the day. The end of a thing follows at the heel of the thing. Many early authorities read the ayah this way: Allah does not fear what follows from what He did to them.

One commentary draws the contrast with human power. Every king who punishes fears what may come after, so he holds something back. A classical scholar explains why fear is impossible for Allah. To fear is to lack something. Either you do not know whether the harm will come, or you cannot stop it if it does. He knows every outcome and holds every power. There is nothing behind Him to fear.

The Arabs' word for fear pictured a sign read in time. A wall was makhūf when people feared it would fall: they saw the crack and stepped away. Fear belongs to creatures who must read cracks.

Now think of us. Picture the head of a small charity drafting a one-line refusal to a powerful donor. She rewrites it six times. Will he withdraw his money? Tell his friends? Sit on the board next year? Each word is weighed against what might walk at its heel.

So much of our behaviour, good and bad, is shaped by fear of consequences. That is not a flaw to be ashamed of. It is simply what it means to be a creature. We live looking over our shoulders. Only One does not. The ego forgets this when it feels untouchable, as Thamūd's strongman did.

A sceptic may ask whether freedom from consequences is exactly what makes a tyrant. The difference is in what the power is used for. One classical answer: whoever acts only by wisdom and truth has no outcome to fear. A tyrant is afraid because he is unjust. Allah warned first, waited, and acted only 'because of their sin' (91:14).
