Al-Insan 76:4
إِنَّآ أَعْتَدْنَا لِلْكَـٰفِرِينَ سَلَـٰسِلَا۟ وَأَغْلَـٰلًا وَسَعِيرًا
“Indeed, We have prepared for the disbelievers chains and shackles and a blaze.”

Essence
The chains are already prepared and the warning is given early; yet the surah spends one ayah on them, and eighteen on the garden.
A reflection
Not a threat made in temper
A father loses his temper with his teenager and invents a punishment on the spot. No phone for a month. By Thursday the phone is back. The boy learns something that lasts far longer than the month: threats are moods, and moods pass.
Many of us carry that lesson into how we hear warnings from Allah. We assume they are like ours: hot, improvised, open to negotiation once the mood has cooled. The ego likes that assumption. It lets us keep postponing.
This ayah's verb refuses it. Aʿtadnā: 'We have prepared'. The root means being present and close at hand. A horse was ʿatad when it could be ridden the moment its owner wished. The ʿatīda was the small box in which a woman kept her perfumes, packed before she needed them. One classical commentary defines the verb as readying a thing so it is present whenever it is needed. And the verb is in the past tense. One school read that as meaning the Fire already exists; another, that a promise this certain is as good as done. Either way, nothing here is improvised.
That is majesty of a particular kind. Human authorities bluster because they are unsure of their reach. The One whose reach is complete has no need to raise His voice. He states, calmly, what is ready, and leaves it there.
Does He need to frighten us into obeying Him? No. 'What would Allah do with your punishment, if you are grateful and believe?' (4:147). He gains nothing from it. We are the needy ones, and He is free of need (35:15). The calm statement is itself a mercy: told in advance, plainly, by the One who prepared everything in the eighteen ayat that follow.
That humbles us twice. Once because our confident 'later' is shown up as a mood of our own, and the arrogance of assuming we can bargain falls away. And once because a warning so certain was still given early, while there is time to listen.
